Wynter Kabimba Tribunal Report

Civil rights activist Brebner Changala and former Solwezi Central Member of Parliament Lucky Mulusa petitioned Justice Chibesakunda to establish a tribunal against Minister of Justice Wynter Kabimba for investigation for abuse of office when he used a government legal opinion and tried to influence the Supreme Court to pursue a private agenda of the Patriotic Front. Changala and Mulusa wanted an investigation as to whether or not Kabimba as Justice Minister had breached his oath of secrecy when he released a classified government legal opinion for use by the PF.

A tribunal was constituted by Chief Justice Lombe ChibesaKunda on January 13 2014. A three member tribunal was led by  Acting Supreme Court judge Evans Hamaundu and High Court judges Gertrude Chawatama and Justine Chashi. The tribunal sittings  were closed 37 days before the initial 45 days period due to enough evidence to render a report on the allegations.
